Scoring youth opportunity across 800+ districts

A composite index measuring youth employment, education and enterprise opportunity in every Indian district, built from twenty-one government datasets and published for policymakers and the public.

The challenge

The data needed to compare youth opportunity between two districts already exists, spread across national surveys, school records, industrial statistics and enterprise registrations. Nobody had joined it, and the disparities turn out to be sharper within a state than between states.

Our approach

    Ingested and reconciled twenty-one government datasets that share no common key, no common vintage and no common district coding.

    Built the scoring methodology to be inspectable rather than proprietary, because an index that policymakers cannot interrogate is an index they will not act on.

  3. 03

    Published district-level comparison as the primary interface, and gave constituents a direct route to their elected representative.
